I think they should let him there, provide no security, and deem it "Gun Day At Ground Zero".
I'd bet $20 that even though he was "barred", he'll jump in his motorcade and drive there anyways, since he knows nothing will happen to him. What will the US do? Arrest him? Give him a ticket? If people understood how dangerous this guy is, they'd shoot his plane down.

Uh.. no shit. They have likely had those plans for years. Every country has plans on how to attack another country in case of war. Saying you have those plans shouldn't be news, or raise tensions. It's about as shocking and newsworthy as me saying "I watch TV".
