For some reason I think when VIPs visit Iraq for a "tour", it's somewhat like when Prince Siddhartha (later, the Buddha) used to venture out of the castle grounds. His father would ensure that any dead, ill or otherwise unsavory people and things were kept out of view. I bet it's the same when these folks visit. They are only brought to places where there is little "badness" to be seen, and soldiers are either told not to say negative things, or they just don't because they fear any reprisals. Then, when these people get back and meet the press, they only report all these happy things which they saw and heard, as if we the people are now Prince Siddhartha and can't handle anything bad.
